Regional Renewable Energy Policy for West Africa (RREP-WA)

 

 

     


The Regional Renewable Energy Policy for West Africa (RREP-WA) project was launched in October 2011 under the auspices of the Africa–EU Renewable Energy Cooperation Program (RECP) of the Africa–EU Energy Partnership and supported by the Partnership Dialogue Facility of the EU Energy Initiative (EUEI-PDF). The overall objective of the project is to assist the ECOWAS Regional Centre for Renewable Energy and Energy Efficiency (ECREEE) to develop an effective regional renewable energy policy and related implementation strategy to be adopted by the ECOWAS Council of Ministers. The specific objective of the project is to contribute to the creation of a level playing field for the deployment of RE in the ECOWAS region by removing existing barriers related to policy, legal and regulatory frameworks. The elaboration of a feasible regional RE policy and effective implementation strategy is a first step towards aligning the regional and national government’s policies, legislative and regulatory procedures in a systematic approach. The policy will set attainable RE targets at regional level harmonized with national targets and will propose a portfolio of policy measures, laws, regulations and incentives to be implemented on national and regional ECOWAS levels in a short-term and long-term view.

The execution of the policy on regional and national levels will facilitate RE investments and therefore lead to an improvement in energy security, energy access and reduction of environmental externalities of the energy system (e.g. climate change mitigation, local pollution). The draft RE policy document is expected to be validated by the ECOWAS Member States prior to its formal adoption by the ECOWAS Energy Ministers in the third quarter of 2012. The French consultancy company – Innovation Energie Développement (IED) – has been contracted by EUEI-PDF to assist ECREEE in the development of the policy.
