We would like to thank all applicants for their submissions. The second screening and technical appraisal of the concept notes are finalised. ECREEE received 166 concept notes. 25 concept notes did not meet the basic eligibility criteria in the EREF guidelines and were excluded.

The technical appraisal of the remaining 141 concept notes was done according to the established evaluation criteria: relevance, impact, effectiveness, feasibility and efficiency, as well as sustainability. Each project was appraised by ECREEE and an external evaluation consultant. In each ECOWAS country the projects with the highest evaluation scores were selected. ECREEE tried to keep a balance between the size and needs of the countries and different RE&EE technology solutions.

ECREEE selected 55 concept notes (around 40% of eligible concept notes). The applicants of the projects with the status "selected" (see project list below) are invited to present a full project proposal according to the EREF guidelines at latest by 29 February 2012. The successful applicants will be informed separately by e-mail.

Concept notes with an appraisal score exceeding 50 points were put on the waiting list. In case that a selected concept note does not materialize, the next applicant on the waiting list in the respective country will be invited to present a full proposal. ECREEE will try to mobilize additional funding from donors for projects on the waiting list during the next months.

EREF Contracting and Execution

The ECOWAS Renewable Energy Facility (EREF) is managed by the Secretariat of the ECOWAS Regional Centre for Renewable Energy and Energy Efficiency (ECREEE) based in Praia, Cape Verde. The Facility was established with initial support of the Austrian Development Cooperation (ADC), the Spanish Agency for International Development Cooperation (AECID) and technical assistance of the United Nations Industrial Development Organization (UNIDO). ECREEE seeks further partner support for future call for proposals of the EREF.

The EREF project manager will be recruited in the course of 2011. In the meantime, questions can be directed in written form to the EREF preparatory team or the responsible National Focal Institution in the ECOWAS coutntry.
